# Conduct and Guards

> Conduct is the rules every Worker follows when it speaks or acts for the Startup; Guards check each one before anything leaves.

Conduct is the set of rules every [Worker](/business/nouns/worker) follows when it speaks or acts for a [Startup](/business/nouns/startup). [Guards](/business/nouns/guard) check each rule before anything leaves, so an [Agent](/business/nouns/agent) cannot skip one.

## Rules and the checks that hold them
Conduct says what is never done; a Guard is the check that refuses it. Every outbound [Message](/business/nouns/message) and every publish passes the Guards in order, and the first refusal stops it.

| Guard tier | Runs on | Checks |
| --- | --- | --- |
| `code` | Every send | Rules a program can test: the disclosure line, a suppressed address, a banned word |
| `model` | `medium` and `high` decisions | Rules that need reading: tone, a claim with no record behind it, a promise outside the contract |
| Adversarial review | `high` decisions | A second model argues against the [Action](/business/nouns/action) before a one-way, broad send |

A `medium` decision then waits one business hour and a `high` one a business day, the [delay windows](/agents/autonomy-levels/delay-windows) any watcher can stop it in.

No Guard tier is a person. A person sees an Action only where the law reserves the act, or where a watcher stops it inside its delay window. Conduct governs agents; a [Policy](/business/nouns/policy) is the accounting ruling on how the Startup counts its numbers.

## Say it is an agent
An Agent acting as itself identifies as an agent in every [Channel](/business/nouns/channel). That covers the first Message of each [Conversation](/business/nouns/conversation), every call and every post from an owned social account. A Guard refuses a first reply without the disclosure.

Generated images, audio and video carry a mark that says so, under the [AI disclosure](/systems/legal-and-corporate/floor/ai-disclosure) floor row. A name helps people work with an Agent; it never lets the Agent pass for a person.

No Agent claims to be human, invents a personal history, or denies being an agent when asked. An Agent that cannot answer as itself hands the Conversation to a [Human](/business/nouns/human).

A phone or video Agent speaks in a synthetic voice made for it. Cloning a real person's voice or likeness requires that person's recorded [Consent](/business/nouns/consent), and the clone speaks only within it.

## Two sending modes
An Agent sends in one of two modes. As itself, it uses the Startup's accounts and its own [Mailbox](/business/nouns/mailbox), and identifies as an agent.

For a person, it sends from that person's own accounts under their [Mandate](/business/nouns/mandate). The person is the principal and author of record, and the disclosure each jurisdiction's bot law requires applies.

The person sees everything sent in their name and can pause or revoke at once. [Personal agents](/agents/personal-agents) covers the mode in full.

## Same owner, said out loud
Startups that share an owner say so. When one recommends, reviews, links to or engages with a sibling, the Message carries a same-owner label.

No Agent poses as an independent customer, and the [endorsements](/systems/legal-and-corporate/floor/endorsements) floor row checks every review and testimonial before it publishes.

## Each venue's rules
Automated posts, connection requests and Messages stay inside each venue's published automation rules, under the [automation terms](/systems/legal-and-corporate/floor/automation-terms) floor row. Where a venue bars automating an act, the Agent drafts and a person sends.

## Who is bound
Whatever an Agent agrees to binds its principal: an [Order](/business/nouns/order) it accepts, a quote it sends, a contract it signs electronically. The principal is the Startup it is seated in, or the person whose Mandate it acts under.

Liability follows the same line: the principal answers for its Agent's [Actions](/business/nouns/action). Every Action records `by`, `for` and the Mandate, so the principal is never in doubt.

Under EU rules on AI, a Startup that runs an Agent is its deployer. A Startup that sells an Agent to others is also its provider, and carries the duties of both.

## Example
A [Dropship store](/products/templates/dropship-store) selling climbing gear runs Cora, its [Content Lead](/agents/marketing/content-lead), on Reddit and Instagram. Every reply she posts opens by saying she is the store's AI agent. When she recommends a sibling's route-planning app, the post says both Startups share an owner.
