## Effects
- Emits [`Brand.cleared`](/business/events/Brand.cleared).

- Two-way: it runs at once, in the `try`, `send` and `do` modes.
- Refuses `Site.publish` under a Brand whose latest verdict is `conflict`.
- Opens an Approval for the Legal Lead on `review`.
