## Adding a person
A person joins by invitation into Workforce, and Workforce wakes on the first one. Hiring runs a background check only with the Candidate's [Consent](/business/nouns/consent), and work eligibility is attested before day one. Payroll starts with the first employee, once [Tax IDs](/systems/finance/tax-ids) registers the [Company](/business/nouns/company) as an employer.

Who is an employee and who is a contractor stays your decision. ## Who runs it
