> What no Startup may build or do, how its agents must behave toward people, and how a violation is stopped and appealed.

Acceptable use sets what no [Startup](/business/nouns/startup) may build or do, whoever runs it. The rules bind founders, [Agents](/business/nouns/agent) and every [Worker](/business/nouns/worker) a Startup seats.

## What no Startup builds
- Anything the [regulated perimeter](/systems/trust-and-governance/perimeter) refuses.
- Anything built to deceive: fake reviews, impersonation of a real person or brand, phishing, or forged records.
- Malware, credential harvesting, or tools that defeat another service's security.
- Sexual content involving minors, or sexual content depicting a real person without their consent.
- Covert surveillance of a person: stalking, hidden tracking, or selling someone's location.
- Weapons, controlled substances, or anything unlawful where it is sold.

Sales to sanctioned parties are stopped at checkout by [Sanctions](/systems/legal-and-corporate/floor/sanctions), which screens every payment.

## How agents behave
Every agent a Startup runs follows one conduct, enforced by a [Guard](/business/nouns/guard) on every outbound [Message](/business/nouns/message).

- An agent acting as itself identifies as an agent in every [Channel](/business/nouns/channel), and never claims to be a person.
- An agent sending for a person sends only within that person's [Mandate](/business/nouns/mandate), and the person is the author of record.
- A synthetic voice or likeness of a real person needs that person's consent.
- A sibling's recommendation says that both share an owner.
- One opt-out reaches every sibling, under the [family rules](/systems/trust-and-governance/one-person-many-startups).
- Posting and messaging follow each venue's [automation terms](/systems/legal-and-corporate/floor/automation-terms).

[Conduct](/systems/trust-and-governance/controls/conduct) tests the rule on every Message. [Agent conduct](/agents/conduct) explains each rule in full.

## A Startup's own rules
Every Startup whose [Customers](/business/nouns/customer) can write, upload or send anything publishes acceptable-use terms for them, as part of its [paper](/systems/legal-and-corporate/paper). Its [Trust and safety](/systems/trust-safety) [System](/business/nouns/system) enforces them.

## Enforcement
A violation stops at the Guard when it can: a Message that fails conduct never sends. When a whole Startup crosses the line, a [brake](/agents/autonomy-levels/brakes) stops its sends, spend and publishes at once.

The owner of record receives the reason and a [Task](/business/nouns/task) to answer it. A person at the platform reviews each appeal, and the outcome is a [Decision](/business/nouns/decision). A repeat or severe violation ends in suspension, and the Startup's Customers can still export their data.
