## Steps
1. Read the Offer’s activation event and the Verbs on the path to it.
2. Generate sample records in the test environment from each Noun’s properties.
3. Give every empty list a one-line purpose and the Verb that fills it.
4. Give agent buyers a keyless test call that returns a real shape.
5. Test the first run as an Experiment on Activation rate.
