## Trigger
Runs every quarter. Part of [Risk assessment](/workflows/processes/risk-assessment), run by the [Operations Team](/agents/operations).

## Steps
1. List every open Risk and every Risk past its review date.
2. Score each Risk’s likelihood and impact from the Startup’s records.
3. Link each Risk to the Controls that lower it.
4. Send each Risk left above its target to the Founder to accept or fund. It waits 1 business hour first.
5. Send the Founder the quarter’s risk register.

## Example
At the end of the quarter the [Risk Analyst](/agents/operations/risk-analyst) scores 12 open [Risks](/business/nouns/risk). Eleven sit under their targets. The twelfth, a single payment provider, goes to the [Founder](/agents/founding/founder), who funds a fallback.
