Review runs every Evaluator on a Change’s preview and records each verdict on the Change.

Effects

Emits Change.reviewed.
Performed by the Quality Lead.
Opens an Approval when the Change’s stakes exceed the Startup’s threshold.
Moves each Issue the Change resolves to in progress.
Waits for each Integration-bound Evaluator’s outside run on the head and records its result as a verdict.

Refuses when

When it waits

Gate	Default
Decision class	Low: two-way, nothing at stake
Delay window	None: it runs once review passes.
Limit	The call Limit of the Permission it runs under.
Over the Limit	It waits `pending` for an Approval from the Founder. Approved, it runs; refused, it ends `refused` with `limit-exceeded`; unanswered by its deadline, it ends `canceled`.
