Request asks a Startup for terms on one or more Offers, with the volume, term or scope wanted.

Inputs

Input	Type	Required	Description
`offers`	list of Offer	required	The Offers wanted.
`deal`	Deal		The open Deal the terms are for; without one, a new Deal opens.
`volume`	`integer`		Units wanted, such as seats or calls a month.
`term`	`string`		Contract length wanted, such as 12 months.
`brief`	`json`		A Service buyer’s scope, sizes and due dates, such as 82,000 words in three weeks.

Outputs

Effects

Emits Quote.requested.
Refuses an Offer that is not open to the requesting party, such as one behind a Waitlist.
Records by and for when a buyer’s agent asks for its principal under a Mandate.
Starts Send a quote, which supersedes any open Quote on the Deal.

When it waits

Gate	Default
Decision class	Low: two-way, nothing at stake
Delay window	None: it runs once review passes.
Limit	The call Limit of the Permission it runs under.
Over the Limit	It waits `pending` for an Approval from the Founder. Approved, it runs; refused, it ends `refused` with `limit-exceeded`; unanswered by its deadline, it ends `canceled`.
