Review checks one Role against its contract for a period and records a Role Review.

Moves the seat down one autonomy rung when it missed a standard; it moves up only on its Evaluators’ agreement.

When it waits

Over the Limit	It waits `pending` for an Approval from the Founder. Approved, it runs; refused, it ends `refused` with `limit-exceeded`; unanswered by its deadline, it ends `canceled`.
