Refuse declines an Approval, which sets the Action it holds to `refused` with the reason given.

Refuse declines an Approval, which sets the Action it holds to refused with the reason given.

Effects

Emits Approval.refused.
Performed by the Founder.
Counts a chat press only from an account linked to a Human who holds the Permission for the Action’s scope.
Records the first valid answer; the chat card updates in place, and a later press returns that verdict.

Refuses when

When it waits

Gate	Default
Decision class	Low: two-way, nothing at stake
Delay window	None: it runs once review passes.
Limit	The call Limit of the Permission it runs under.
Over the Limit	It waits `pending` for an Approval from the Founder. Approved, it runs; refused, it ends `refused` with `limit-exceeded`; unanswered by its deadline, it ends `canceled`.
