Change verdict tests each new proposal against its checks and known-good runs, then returns pass or fail, never an Approval.

Runs on Change.created. Part of Verification, run by the Quality Team.
Steps
- Run the Change’s checks.
- Replay known-good Actions and the synthetic paying stranger against it.
- Record the verdict, pass or fail, with its Evidence.

A Change renames total to amount in an invoice-parsing API. Two known-good runs fail against it, so the verdict is fail, with both runs as Evidence.
