Service capacity
Service capacity opens a Service to new Orders, pauses it, sets how much work it takes at once, and closes it.
Contract
Status planned. A Service takes new Orders while it is open. Capacity is how much work it takes at once, counted in the unit its intake measures, such as listings in flight.
| Proposed | Holds |
|---|---|
Service.open | Starts taking new Orders on every published Offer |
Service.pause | Stops new Orders with a reason and a reopening time; placed Orders run to their end |
Service.setCapacity | The most work in flight, in the intake's unit; an Order past it is offered the next open slot |
Service.close | Stops new Orders for good; placed Orders run to their end |
Each Verb emits its Event, and a buyer's agent reads the Service's state before it orders.

Example
Ahead of the holiday peak, Catalogmend sets its capacity to 60,000 listings in flight. A store orders an audit of 12,000 listings while 55,000 are in flight. It is offered a start two days later, before it pays.
