Open starts the Renewal for a term Subscription before its term ends, with a usage review and any notice the legal floor requires.

Effects

Runs 90 days before the term ends with no caller; a Setting at any namespace changes the lead time.
Drafts an expansion or right-size Quote when usage moved during the term.

Limit	The call Limit of the Permission it runs under.
Over the Limit	It waits `pending` for an Approval from the Founder. Approved, it runs; refused, it ends `refused` with `limit-exceeded`; unanswered by its deadline, it ends `canceled`.
