Dormant is the state of a Startup with no work running on it, whose records, site, and domain stay kept until it returns to Live.
Dormant is the state of a Startup with no work running, whose records, Site and Domain are kept. It enters after a wind-down that delivers or refunds every accepted Order, and resume returns it to Live intact.
